| The larger civilization grows, the stronger the force needed to keep it in line is required to be. The HCPD exists to keep the other organizations and civilians themselves from destroying each other. Make no mistake, many of the HCPD's officers can be brutish thugs. Policing a city filled with murderers, monsters and psychopaths requires a heavy hand, after all. The HCPD keeps the people safe from all that would do them harm, regardless of how terrifying or powerful those things may be. Humans have little chance against such threats. Whether it be roving gangs or mega corporations growing a bit too lenient in the following of the law, the HCPD is there to put a stop to it.
